Harlan County High opened in 2008, taking in students from dying schools in other parts of the county. The multimillion-dollar facility, with its gleaming hallways and soaring three-story atrium, would put many college campuses to shame. But enrollment is down by about 10 percent a first-year high of 1,150. Since 1980, the county has lost nearly half of its under-35 population since 1980. The 20-24 age group in the area development district that includes Harlan is projected to decline by about a quarter by the year 2050, according to the Kentucky State Data Center at the University of Louisville.

PHILIPPINES — Resident Jumps While Watching Strong Waves: A resident jumps as he watches strong waves crash into shore as an effect of Typhoon Hagupit in Legazpi, Albay province, eastern Philippines on Sunday. Typhoon Hagupit knocked out power in entire coastal provinces, mowed down trees and sent more than 650,000 people into shelters before it weakened Sunday, sparing the central Philippines a repetition of unprecedented devastation by last year’s storm.

HONG KONG — Protesters Move Tent; Student Leaders Considering Retreat: Pro-democracy protesters move a tent on the main road at the occupied area outside government headquarters in Hong Kong on Monday. Leaders of the Hong Kong Federation of Students, representing those studying at colleges, said last Thursday that they were considering a retreat from the protest sites and expect to come to a decision soon.

PANAMA — Scientist Points Out Submerged Railroad Line; Land Goes Underwater: In this Sept. 25 photo, scientist Stanley Heckadon Moreno points out at an old submerged railroad line on a beach at the Galeta Point Marine Laboratory of Smithsonian Tropical Research Institute on the Caribbean entrance of the Panama Canal outskirt of Colon City, Panama. A paper by researchers at the institute in 2003 found the sea surrounding the low-lying archipelago on the Caribbean coast, home to the Guna indigenous people, is rising 2 millimeters per year. Using satellite photos, they calculated how much land had already gone underwater from 1966 to 2001. It was about the size of 12 football fields.
