Time is ticking on a budget deal as state lawmakers and Gov. Andrew Cuomo attempt to find compromise on the minimum wage, a paid family leave proposal and other key items in the massive spending blueprint.

Lawmakers hope to have a new budget in place by Friday, when the new fiscal year begins.

The biggest issues to be decided include Cuomo’s plan to phase-in a $15 minimum wage as well as the Democratic governor’s plan to establish a paid family leave program for workers who need to care for a sick loved-one or new child.

Compromises on the wage question include a slower phase-in and a lesser figure for upstate. Cuomo wanted a $15 wage by the end of 2018 in New York City and by 2021 elsewhere.
