Conversation between developer and deputy mayor reveals bid process may be unfair

Emails between Deputy Mayor Alicia Glen and the developer behind a 36-story luxury condo in Brooklyn Heights revealed the two discussed the project before the winning bid was announced.

David Kramer, CEO of the Hudson Companies, wrote to thank Glen in a September 2014 email, days after his firm won the bid for the Brooklyn Heights library, according to the New York Post. “Thanks for being the expeditor,” he wrote. The Post also reports that Hudson received $10 million in financing from the Glen’s old division at Goldman Sachs.

The emails also show continued communication between the two throughout the bid process, which is now throwing that process into question. Kramer and city officials are maintaining that the contact only had to do with logistics and scheduling.

A source told the Post that the contact was “completely inappropriate, and depending on what happens, probably a violation of the procurement rules.”
