THE LEDE: Happy Tuesday! A city and state deal will allow speed cameras to operate again just in time for classes, Grand Army Plaza is getting a multi-million dollar upgrade and Green-Wood Cemetery hosted its annual reenactment of the Battle of Brooklyn. Plus, a Brooklyn Heights father won an appeal of a ticket he got during his son’s birth, the BQX’s future could be in the hands of the federal government and a Red Hook waterfront project is still just piles of dirt. Finally, a report shows some central Brooklyn neighborhoods are hit with the highest rent hikes.

~CITY-STATE DEAL ALLOWS SPEED CAMERAS TO OPERATE AGAIN: In a dramatic end-run around state Senate Republicans, the City Council brokered a deal between Mayor Bill de Blasio and Gov. Andrew Cuomo to re-activate speed cameras in New York City school zones just in the nick of time before classes begin next week. The deal called for Cuomo to sign an executive order declaring a state of emergency in New York City, which he did. As part of the deal, the mayor is expected to expedite the process by which the council can pass a bill authorizing the cameras to be reactivated. The council is expected to go into emergency session on Wednesday to vote on a bill to turn the cameras back on. (via Brooklyn Eagle)

~BQX’S FUTURE COULD NOW BE IN TRUMP’S HANDS: Mayor Bill de Blasio recently said his proposed Brooklyn-Queens waterfront trolley, BQX, may not get built without federal funding. “I don’t think it’s doable without federal support,” de Blasio told local media. “That’s something that would have to come in the upcoming federal budget.” This may be bad news for de Blasio, because President Donald Trump is definitely not one of his admirers. Still, de Blasio is optimistic because the most recent federal budget reconciliation contains “the beginning of some spending on infrastructure.” (Brooklyn Paper via Brooklyn Eagle)

~GREEN-WOOD RECREATES BATTLE OF BROOKLYN LANDSCAPE:With Revolutionary War-era cannons, spirited demonstrations of artillery and dozens of re-enactors portraying American and British troops, Green-WoodCemetery commemorated the 242nd anniversary of the Battle of Brooklyn on Sunday. In front of an enthusiastic crowd, re-enactors lined up against each other to demonstrate the weaponry and battlefield tactics of the late 1770s. After the re-enactment, visitors with replicas of regimental Revolutionary War flags marched up to Battle Hill for a ceremony that paid tribute to the heroic soldiers who fought there 242 years ago. ~LITTLE ACTION SEEN ON RED HOOK WATERFRONT PROJECT: Two years after Thor Equities filed plans for a 45,103-square-foot waterfront development called Red Hook Point at the site of the old Revere Sugar Factory, construction has yet to begin. The timber-frame development was supposed to contain offices, stores and restaurants. However, the company is now considering a switch to industrial development, in which case construction plans would have to be changed. Local residents voiced concerns that Thor might flip the property, but real-estate lawyer Eric Knowles, denied this. The site is located at 270 Richards St., between Ikea and Fairway. ~GRAND ARMY PLAZA TO GET $9M UPGRADE: The mayor announced Grand Army Plaza will be getting some touchups — $8.9 million worth of touchups, to be exact. The project will include a new roof for the Soldier and Sailors Memorial Arch, a repainted and cleaned structure, repairs for the interior staircases, replacements for the lighting and a revamp for all the surrounding landscaping. The renovations will be overseen by the Prospect Park Alliance. Sue Donahue, Alliance president, said that the nonprofit organization is “incredibly excited to be able to restore this public treasure to its original grandeur.” (BK Reader via Brooklyn Eagle)

~CENTRAL BKLYN NEIGHBORHOODS SEE HIGHEST RENT HIKES: A new StreetEasy report shows that as rents climb across New York, the areas that are being hit by the highest increases are those that have been historically considered lower-income neighborhoods. Neighborhoods in central Brooklynare seeing the most drastic increases, with rents in Ditmas ParkProspect-Lefferts Garden and Bedford-Stuyvesant jumping by more than 40 percent since 2010, while higher income neighborhoods like DUMBO have seen only a 21 percent increase. The report also found that communities of color are the most heavily burdened by rising prices. “In fact,” the report reads, “the five neighborhoods in which we found the highest rent growth are all historically black or Latino.” (via Brooklyn Eagle)

~BROOKLYN HEIGHTS DAD WINS APPEAL OF TICKET HE GOT DURING SON’S BIRTH: Brooklyn Heights resident and newly minted dad has one more reason to break out the metaphorical cigars after winning a spat with City Hall. Back in June, Brian Leo received a $65 alternate-side parking ticket. He had failed to move his car to the other side of the street — he was at the hospital with his wife and their newborn son. Now, three months later, he has successfully appealed the undeserved ticket, but he’s still waiting for the refund. “It’s for some extra baby formula,” Leo joked to the New York Post.
