The Brooklyn Daily Eagle of Dec. 2, 1902, reported that the NYPD’s Deputy Commission Ebstein was investigating Brooklyn police precincts to see whether they were enforcing anti-gambling laws. The Eagle noted that in the Fort Hamilton precinct, police under Captain Devaney had raided Forrester’s Hall on 90th Street. However, Captain Devaney soon transferred to a precinct in Carroll Gardens, and under the new Fort Hamilton commander, Captain Toole, there were no arrests for gambling whatsoever.
