The headline of the Brooklyn Daily Eagle for Oct. 10, 1901, read, “Democracy Accused of Collecting Money From Employees of City.” “Democracy,” in this case, referred to the Democratic Party. Apparently, the chiefs of the Democratic Party’s corrupt Tammany Hall machine would go around to city offices and installations, collecting a “tax” of 1 percent of each employee’s salary. This money would go toward funding political campaigns. The Civil Service Reform Commission was now warning the heads of each city department that they would be held responsible if such goings-on were discovered in the future.
