Court tosses out strict NYC homeless shelter rules

New York state’s highest court is striking down a city plan to impose strict new requirements on people trying to enter homeless shelters.
Mayor Michael Bloomberg’s administration aimed to require homeless adults to prove they had no other housing options in order to gain admittance to a city-run shelter.
The Court of Appeals on Tuesday affirmed a lower court’s ruling that the city did not follow procedure in implementing the change.
