New York City Mayor-elect Bill de Blasio is citing his landslide victory as a “clear mandate” to enact sweeping reforms to the city’s schools.

De Blasio, who takes office Jan. 1, delivered the keynote address Monday at an education summit hosted by Columbia University.

He largely stuck to his campaign promises of delivering universal pre-kindergarten and free after-school programs for middle schoolers.

He aims to pay for those programs with a tax hike on wealthy New Yorkers but needs approval from the state legislature.

The Democrat argues that his nearly 50-point win in this month’s election is a “moment of transformational change.”

He says he’s forming a committee to flesh out his ideas but did not offer other details or announce any appointments to his administration.
