A New York City man has been given permission to display 300 “Flags of Honor” to commemorate Sept. 11 victims in lower Manhattan.

The Daily News reports that Mike Hughes of Manhattan was initially denied a permit to plant the flags in Battery Park.

The Parks Department had said that a planned a construction project in the park prevented it from issuing a permit. But it later gave Hughes the green light because the project had not gotten under way.

Hughes has displayed the flags in Battery Park on Sept. 11 for the past six years.

The flags contain the names of all 2,977 victims of the terrorist attacks.

Hughes was a volunteer with a civilian emergency response team at the World Trade Center on Sept. 11, 2001.
