New York business and labor leaders who held a press conference at City Hall yesterday want state lawmakers to spend $12 billion rebuilding roads, parks and mass transit. Among other things, they want to earmark $244 million to upgrade the aging Gowanus Expressway, whose rehabilitation has gotten bogged down in debates over a final plan. Some 30 subway stations would also be rehabilitated.
