Cuomo says NY has already exceeded winter budget

ALBANY— Gov. Andrew Cuomo says that the state has exceeded its original winter budget due to the string of heavy snowstorms this season.
Cuomo says Thursday that operational expenses, the cost of salt, overtime and equipment repair have been unusually high.
He says the extra spending is nothing that can’t be handled through the budget process.
